QS Estimation Cost Engineer

Key Responsibilities:
1. Cost Estimation & BOQ PreparationPrepare detailed cost estimates for civil, structural, MEP, and telecom works.Develop and review Bills of Quantities (BOQs) using drawings, specifications, and project requirements.Liaise with engineers, designers, and procurement for accurate quantity take-offs.2. Tendering & Bidding SupportReview tender documents including ITBs, specifications, and drawings.Prepare competitive bid proposals with proper pricing, costing, and technical compliance.Interact with suppliers and subcontractors for pricing and rate analysis.3. Project Budgeting & Cost ControlDevelop project budgets and monitor actual vs. estimated costs.Provide cash flow projections and value engineering proposals.Identify cost overruns and propose corrective actions.4. Telecom-Specific ActivitiesEstimate costs for telecom towers, fiber optic networks, shelters, and associated civil works.Quantify and price OFC trenching, duct laying, manholes, pole installations, etc.Support field teams with cost analysis for telecom rollout and maintenance projects.5. Documentation & ReportingMaintain estimation databases and pricing templates.Generate cost reports, margin analysis, and value comparison sheets.Coordinate with planning, procurement, and execution teams for real-time updates.Qualifications:Bachelor’s Degree in Civil Engineering, Quantity Surveying, or related discipline.Minimum 8 years of experience in cost estimation or QS roles in construction and/or telecom sectors in Saudi Arabia is mandatory.Knowledge of local construction standards, telecom project norms, and industry practices.Key Skills:AutoCAD, MS Excel (Advanced), Primavera P6 or MS Project.Experience with estimation software.Strong analytical, numerical, and negotiation skills.Excellent communication and coordination abilities.Knowledge of FIDIC or other contract forms is a plus.Understanding of SAUDI ARAMCO / STC / ZAIN / MOBILY tendering processes (if relevant in KSA/Gulf market).Preferred Certifications:MRICS, CEng, or PMP (Optional but advantageous)STC / Telecom project certification (for telecom-specific projects)Nationality - All other nationals other than Pakistani nationals can apply.
