Job Description:Job Summary:The Senior Project Controls Manager is a vital technical specialist within the DMO team. This role involves hands-on development, management, and analysis of detailed project programmers. Working under the guidance of the Associate Director, the Senior Project Controls Manager will also establish and implement customized project controls procedures to meet the specific needs of each project component. The ideal candidate will be an experienced professional with advanced technical skills in scheduling and a proven ability to develop strong control frameworks for complex infrastructure projects.Key Responsibilities:
  • Establish, document, and implement comprehensive project controls procedures for planning, scheduling, progress measurement, and reporting.
  • Analyse the specific nature of each project component and tailor the project controls procedures to suit their individual requirements (e.g., civil construction vs. systems integration).
  • Develop and manage the Work Breakdown Structure (WBS) and ensure its consistent application throughout the project.
  • Define and implement clear "rules of credit" and progress measurement systems for all project activities to ensure accurate performance tracking.
  • Lead the detailed development and maintenance of the projects' schedules using Oracle Primavera P6, including the creation of resource and cost-loaded programmers.
  • Work collaboratively with engineering, construction, and contractor teams to establish baseline schedules for various work packages (e.g., stations, tunnels, systems, depots).
  • Regularly update and analyse project programmes, perform critical path analysis, and identify schedule variances, risks, and opportunities.
  • Prepare recovery and what-if scenario schedules to support project decision-making and mitigate potential delays.
  • Assist the Associate Director in preparing programme-related data for TBU and project team reports.
  • Ensure that contractor schedules and progress reports are compliant with the Business Unit's standards and procedures.
  • Provide technical support and guidance to the broader project team on all scheduling and planning matters.
Requirements:Qualifications & Experience:
  • Bachelor's degree in Engineering, Construction Management, or a related field.
  • A minimum of 15-20 years of dedicated experience in project planning and scheduling.
  • Essential, hands-on experience in developing and managing complex, multi-billion-dollar programmes for metro, rail, or other major linear infrastructure projects.
  • Demonstrable experience in setting up project controls systems and procedures from the ground up.
  • Experience working directly with construction teams and contractors on-site is highly desirable.
  • Regional exposure with preference for experience in the Gulf region or the Kingdom of Saudi Arabia.
Technical Skills:
  • Expert-level, hands-on proficiency in Oracle Primavera P6 is mandatory.
  • In-depth knowledge of advanced scheduling techniques, resource loading, cost loading, and earned value management (EVM).
  • Strong ability to develop clear and effective project controls procedures and workflows.
Preferred:
  • Railway or transport infrastructure project experience.
  • Certification as a Planning & Scheduling Professional (PSP) or Project Management Professional (PMP).
Soft Skills:
  • Ability to mentor and guide junior planning staff.
  • Proactive and results-oriented approach.
  • Excellent communication and stakeholder management skills
