The Senior Manager – Procurement is responsible for supporting the procurement activities for major construction and infrastructure projects. This role ensures the sourcing, contract management, and supplier performance are aligned with project objectives, timelines, and budgets. The role supports the Director – Procurement in driving procurement excellence, compliance, and value creation across the portfolio.Core responsibilities

  • Manages the team’s deliverables through effective leadership by setting individual objectives, managing performance and developing the team to maximize performance.
  • Delivers the procurement activities in line with the Tender Event Schedule (TES) timescales.
  • Leads the execution and administration of complex contract agreements, and communication with vendors to ensure proper delivery of required services and meet business needs.
  • Implements the Procurement department strategy to support the achievement of QIC’s strategic objectives.
  • Leads the development and oversees the implementation of Procurement department policies, processes, procedures and controls.
  • Leads coordination with the various departments to understand scope owner needs and interfaces and ensure development of a procurement plan accordingly to answer desired needs and requirements.
  • Ensures regular update and review of the procurement plan based on the rising priorities and business needs of concerned function heads in coordination with concerned stakeholders.
  • Manages the implementation of the approved QIC procurement strategies required to procure quality and cost-effective goods and services and supports identifying the appropriate purchasing method accordingly (i.e. single sourcing, competitive bidding).
  • Manages negotiations with vendors for the optimization of materials/services and the minimization of risks and ensure adoption of approved contracts’ terms and conditions when bidding a contract and recommend changes, validates through QIC governance procedures.
  • Manages the compilation of qualified vendor lists and ensures regular updating based on performance evaluation, and coordinates with finance to validate financial status/stability.
  • Ensures consistent use of Template, Schedule, and Appendices in coordination with Legal Department.
  • Provides support with change order requests through review and amendment of contracts as needed and in alignment with QIC governance processes
  • Participates in cross-disciplined collaboration to contribute to procurement knowledge sharing, lessons learned driving a culture of innovation and continuous improvement.

Qualifications
  • Bachelor's degree in business administration, Quantity Surveying, Supply Chain or related field.
Professional Certifications (if required)Holding one of the following certifications is an advantage:
  • Chartered Institute of Procurement and Supply Diploma (CIPS)
  • Certified Professional in Supply Management (CPSM)
  • Certified Supply Chain Professional (CSCP)
Experience
  • 8 – 12 years’ min relevant procurement management experience within Mega/large scale complex design and construction programs.
  • Leverage in-depth knowledge of enterprise-level management software, such as, Ariba, Prism, SAP, or similar systems
  • Expert knowledge of procurement legislation, and its practical application
  • Previous KSA/Middle East experience preferred.
  • Fosters a culture of flexibility and adaptability in responding to changing business requirements.
  • Expertly manages and prioritizes the workload of the team, deadline driven.
  • Leverage exceptional written and verbal skills in English to effectively articulate ideas, strategies, and project performance to a range of audiences.
  • Excellent leadership skills and the ability to lead the function's direction, specifically endorsing or opposing practices as needed.
  • Leverage in-depth knowledge of Procurement software, such as Prism, SAP, and Ariba.
  • Leads team collaboration and cross department integration collaboratively in a team environment and across multiple departments.
