Closing Date 30-Sep-2025JOB PURPOSEThe role holder is responsible for supporting the assessment, administration, and fair settlement of valid claims submitted by customers, in accordance with established claims and recovery guidelines. The role also involves assisting in recovery operations related to claims paid, by providing necessary support in line with defined recovery management procedures.KEY ACCOUNTABILITIESClaims:
- Complies with internal guidelines and participates in collecting relevant information for the investigation of submitted claims.
- Investigates and assesses claim eligibility based on defined policy terms and procedures.
- Coordinates with relevant stakeholders, including Underwriting, to gather necessary data for claim analysis.
- Examines the reasons for non-payment, part payment, or delays by buyers in line with recovery or write-off guidelines.
- Works with involved parties to facilitate amicable settlement of valid claims, aiming to safeguard the Corporation's interests and minimize loss.
- Escalates claims requiring legal action to Legal Services and shares all relevant documentation.
- Ensures claims are processed and settled in compliance with policy terms, regulatory requirements, and internal procedures.
- Maintains proper documentation of settled claims for future reference and process improvement.
- Participates in recovery efforts and communicates with buyers when required to facilitate payment recovery.
- Determines the appropriate method of recovery-amicable, through agents, or legal-based on organizational procedures.
- Coordinates with the Legal Services to obtain necessary legal input for recovery activities.
- Forwards recovery cases requiring legal action to the Legal Services and supports implementation of cost-effective recovery solutions.
- Maintains communication with external recovery agencies, legal partners, and other stakeholders to support recovery efforts.
- Contributes to the implementation of Claims and Recovery activities in line with departmental plans and objectives.
- Follows internal policies, procedures, and quality standards in daily operations.
- Maintains accurate records and documentation related to claims and losses.
- Analyzes the financial impact of claims and supports risk management recommendations.
- Contributes to the projection of expected losses and preparation of related loss reports.
- Monitors of claims trends through reports and MIS tools.
- Liaises with clients, obligors, banks, and other parties involved in the claims process.
- Contributes to the development and refinement of ICIEC's claims and recovery tools, systems, and procedures.
- Reviews and provide suggestions for improvements of ICIEC's claims and recovery-related policies and procedures.
- Keeps track of relevant legal developments and reports their potential impact on ICIEC's claims and recovery practices.
- Documents r claims and recovery agreements (e.g., NDAs, contracts with collection agencies, legal firms, consultants, etc.).
- Provides technical guidance to legal counsels with respect to the negotiation, review, drafting, clearance, amendment of policies and all legal documents and formal arrangements pertaining to the claims and recoveries activities of the Corporation, including among others: MoUs and cooperation agreements; non-disclosure agreements; agreements related to hiring of debt collection agencies, law firms, actuaries, consultants, surveyors, and other claim and recovery experts; and retainer documents.
- Provides technical guidance on claims and recovery to legal counsels with respect to advising and assisting client departments in the structuring of projects, finance and investment transactions and undertake review of concept notes, appraisal reports, board documents etc.
- Provides technical guidance on claims and recovery to legal counsels regarding interpretation and application of the Corporation's instruments (Articles of Agreement, rules and regulations, policies, guidelines, resolutions, instructions etc.) and other contractual documents (financing agreements, procurement contracts etc.).
- Prepares technical opinions as may be requested by the management of the department and the Corporation.
- Provides assistance to the Manager, Legal Services in coordination and quality control of technical services.
- Provides support in leading technical negotiations with external counterparts.
- Provides of technical support to Member States in connection with matters pertaining to claims and recovery objectives of the Corporation.
- Proposes product development initiatives and handle high technical projects.
- Provides of technical assistance to Member Countries in connection with matters pertaining to the purpose, functions and activities of the Corporation in relation to claims and recoveries.
- Prepares recovery and claims reports, including metrics and performance indicators.
- Contributes to the identification of trends and areas for improvement in portfolio health.
- Prepares of periodic reports on claims, loss ratios, and other operational data for management review.
- Bachelor's Degree (min 5 years experience) or Master's Degree (min 3 years experience) or Doctorate (min 1 year experience)
- Insurance/Economics/Finance/Law/Business administration (Legal background preferred)
- Prior experience in claims and recovery operations or risk underwriting, preferably in Export Credit Insurance, Banking Industry or any other relevant financial institutions.
- Holder of relevant certifications preferred.
- Good command of written and spoken English essential, additional languages such as Arabic, French is an added advantage
- Generic Key Performance Indicators: Cumulative recovery ratio, Turnaround time to settle claims, Average cost for claims recovery, Quality of claim submission and claims and recoveries reports
