- Develop, implement, and maintain corporate HSE policies, procedures, and management systems.
- Ensure alignment with international standards, including ISO 45001 and relevant environmental standards.
- Establish standardized HSE documentation, procedures, and reporting frameworks across all projects.
- Provide corporate-level oversight and governance of HSE practices.
- Ensure full compliance with Saudi labor laws, HSE regulations, and client requirements.
- Review and approve risk assessments, Job Safety Analyses (JSAs), and Safe Work Method Statements (SWMS).
- Identify organizational HSE risks and implement effective mitigation strategies.
- Ensure environmental compliance and sustainability practices where applicable.
- Monitor HSE performance across all projects using KPIs and safety metrics.
- Analyze trends, incidents, and near misses to drive continuous improvement.
- Develop and maintain HSE dashboards and reports for senior management.
- Lead investigations of incidents, accidents, and near misses.
- Ensure root cause analysis is conducted and corrective/preventive actions are implemented.
- Promote lessons learned and preventive measures across all projects.
- Plan and conduct internal HSE audits and inspections.
- Coordinate external audits, client inspections, and regulatory visits.
- Ensure timely closure of audit findings and compliance gaps.
- Provide expert HSE guidance to project managers and site teams.
- Support project teams in implementing HSE management systems effectively.
- Act as the focal point for all HSE-related matters at the corporate level.
- Develop and oversee HSE training programs and competency frameworks.
- Ensure effective onboarding, inductions, and toolbox talk programs.
- Drive awareness campaigns and initiatives to promote a strong safety culture.
- Encourage proactive reporting of hazards and near misses.
- Bachelor’s degree in Engineering, Safety Management, or a related field.
- 10-15 years of HSE experience in construction, civil, or infrastructure projects.
- Minimum 5 years in a leadership or managerial role.
- Proven experience managing HSE at a corporate or multi-project level.
- Strong knowledge of ISO 45001, risk management, and HSE systems.
- Solid understanding of Saudi HSE regulations and labor laws.
- NEBOSH (IGC / Diploma)
- IOSH / OSHA certifications
- ISO 45001 Lead Auditor or equivalent
