
Project Controls Manager

- Review and understand all relevant project documentation and conditions.
- Develop and implement project control procedures and reporting frameworks.
- Prepare project control setup plans, assign team members, and conduct kickoff meetings.
- Establish baselines, coding structures, systems setup, and reporting protocols.
- Review and approve capital cost estimate plans.
- Collaborate with clients to define accounting requirements, including approvals, payments, funding, and reporting.
- Analyze performance and forecast remaining work using confirmed scope, staffing plans, and cost estimates.
- Confirm and distribute project authority delegation matrices.
- Define project objectives with clear schedule and cost expectations.
- Lead and coordinate the project control team's activities.
- Implement document management and control processes.
- Set up reporting schedules, formats, and calendars.
- Maintain time and cost trend indicators and performance statistics.
- Analyze schedule and cost data to support timely management decisions.
- Conduct progress measurement and earned value analysis.
- Develop and report on project KPIs.
- Review job status and recommend corrective actions as needed.
- Monitor actual vs. planned progress, including manpower, productivity, and performance metrics.
- Collaborate with other team leads to ensure schedule and cost updates are accurate.
- Compile final job statistics and analyze procedures for future improvements.
- Provide timely feedback on key project issues to stakeholders.
- Degree in engineering or a related discipline, or equivalent project experience.
- Minimum 5 years of post-graduate experience in a managerial role.
- At least 10 years of experience across the following areas:
- Estimating: Strong understanding of estimating fundamentals and ability to review project and change estimates.
- Cost Control: Experience managing budgets, forecasts, trends, and changes; understanding of allowances and cash flow.
- Planning & Scheduling: Ability to interpret schedules and assess impacts of changes.
- Quantity Surveying: Familiarity with standard measurement systems and verification of payments and calculations.
- Construction Knowledge: General understanding of engineering models and construction drawings.
- Proficiency in MS Office and other relevant software.
- Ability to work effectively under pressure.
- Strong interpersonal skills to engage with diverse stakeholders.
- Business acumen including risk management.
- Excellent communication, presentation, and report writing skills.
- Skilled in conflict resolution, facilitation, and negotiation.
- Experience in high-value, multi-discipline EPCM projects from start to finish.
