- Oversee the day-to-day operations of subordinates for the Infrastructure Assets delivery programme and monitor its performance against Key Performance Indicators.
- Ensure the Contract Management activities are undertaken in compliance with the client’s objectives, strategies, policies, plans, procedures, and applicable regulations / standards templates.
- Implement best practices, methodologies and strategies, as required.
- Identify opportunities for improvements and innovations.
- Ensure the proper and timely administration of contracts awarded by the client in relation to the Infrastructure Assets delivery programme.
- Manage the contractual correspondence to ensure it is handled in accordance with the highest standards to address notices / disputes / claims from the consultants / contractors / suppliers in a timely manner, minimizing risks / costs for the client and preserving the client’s / Parsons’ reputation.
- Ensure that the consultants’ / contractors’ / suppliers’ payment applications are certified on time and in accordance with applicable procedures.
- Lead the resolution of non-compliances, disputes and claims and ensure all changes to contracts are formalized via Variations while preserving the client’s interests and reputation.
- Ensure compliance with the client’s Local Content policy.
- Report the performance of consultants / contractors / suppliers to the client on a regular basis.
- Graduate degree required (such as BSc, BA, LLB, or similar); post-graduate degree preferred.
- 10 years of relevant experience required, with mandatory prior managerial experience at Lead or Manager level.
- Familiar with various forms of contract (lump sums, unit rates / re-measurable, early contractor involvement, design & build) to deliver a wide array of Infrastructure Assets (roads, railway systems, power substations, district cooling plants, telecoms, water supply, reservoirs and pumping stations, firefighting systems, irrigation systems, drainage, wastewater treatment plants…).
- Prior experience in Saudi Arabia, familiar with PIF Development Companies’ operating models, having worked on the client’s and/or PMCM consultant’s side on multi-billion dollars programmes.
- Prior experience on Airport projects highly desired (but not mandatory).
- Ability to manage and lead a team of professionals.
- Expertise in the Contract Management function with a thorough knowledge of industry practices and regulations.
- Fully conversant with technologies and systems (Microsoft Office Suite, ACONEX, Oracle, etc.) required to perform daily duties.
- Fluent in English, with excellent written and oral communications skills.
- Ability to mediate in conflictual situations.
- Ability to lead meetings and interface with the client and stakeholders.
