This underscores our dedication to innovation and engineering excellence, bolstering our position in the dynamic GCC market.For our office in Riyadh, we are looking forHealth, Safety & Environment (HSE) Engineer/OfficerThe ideal candidate should have the ability to ensure the implementation and continuous improvement of health, safety, and environmental practices across all phases of the NSR Track Doubling Project, in compliance with SAR's HSE Management System, Saudi regulations, and international standards.Responsibilities:Health & Safety Compliance:
- Implement SAR's HSE Management System and Annual Safety Plan.
- Ensure compliance with Saudi Labor Law, SBC Part 11, and ISO/OHSAS standards.
- Conduct regular site inspections, audits, and safety tours
- Perform hazard identification and risk assessments (e.g., bowtie, ALARP).
- Maintain and update the project hazard log.
- Support the implementation of risk control plans and permit-to-work systems
- Lead investigations of accidents, incidents, and near misses.
- Prepare detailed reports and recommend corrective actions.
- Promote a no-blame culture and ensure timely reporting
- Hold valid PTS (Personal Track Safety) certification and ensure compliance with trackside safety protocols.
- Act as Protection Officer when required, ensuring safe access and working conditions near live railway infrastructure.
- Coordinate with operations and engineering teams to implement protection arrangements and isolation procedures.
- Deliver safety inductions, toolbox talks, and refresher training.
- Promote safety awareness and behavioral safety programs.
- Ensure all personnel are trained and competent in HSE procedures.
- Maintain accurate records of inspections, incidents, and corrective actions.
- Prepare weekly and monthly HSE performance reports.
- Support the development of Emergency Preparedness and Response Plans
- Liaise with SAR, contractors, and regulatory bodies on HSE matters.
- Participate in HSE committee meetings and contribute to continuous improvement.
- Ensure contractor compliance with SAR's HSE requirements
- Bachelor's degree in Environmental Engineering, Occupational Health & Safety, or related field.
- Minimum 5 years in HSE roles within infrastructure or railway projects.
- Familiarity with Saudi HSE regulations and international standards.
- Experience in risk assessment methodologies and incident investigation
- NEBOSH IGC or equivalent
- ISO 45001 / ISO 14001 Lead Auditor
- First Aid & Fire Safety
- Root Cause Analysis (RCA) training
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal abilities.
- Proficiency in MS Office and HSE reporting tools.
- Ability to work independently and as part of a multidisciplinary team
- Site-based role with frequent travel across project locations.
- Exposure to construction environments and operational railway zones.
- Must be willing to work extended hours and respond to emergencies
