Responsibilities:
  • Review and ensure contractor’s Quality Plans, ITPs, Method Statements, and Material Submittals meet project and client requirements.
  • Monitor construction activities and conduct site inspections for both vertical (buildings) and horizontal (infrastructure) works to ensure compliance with approved drawings and specifications.
  • Identify and report non-conformances, issue NCRs, and coordinate corrective and preventive actions.
  • Attend site progress meetings and technical discussions, providing quality-related input and updates.
  • Maintain and track all quality-related documentation, records, and reports for audits and client reviews.
  • Coordinate with the client, contractors, and design consultants to ensure alignment on quality expectations.
  • Ensure that testing and commissioning activities are planned and executed as per quality standards.
  • Participate in internal and external audits and support closeout of audit findings.
  • Promote a culture of quality awareness and continual improvement across the project team.
  • Support the handover process by verifying documentation, as-builts, and snagging compliance.
  • Supervise and verify the implementation of quality control procedures by contractors and subcontractors on site.
  • Lead quality walkthroughs and ensure timely closure of punch lists and observations.
  • Monitor construction and installation activities to proactively identify and resolve potential quality issues.
  • Ensure laboratory and field testing (e.g., concrete, asphalt, soil compaction) is performed as per project specifications.
  • Review and verify contractors’ inspection and test reports for completeness and accuracy.
  • Coordinate with the HSE team to ensure quality and safety standards are being implemented concurrently.
  • Evaluate and monitor the performance of quality personnel assigned by the contractor.
  • Provide training and guidance to junior quality staff and site engineers on quality standards and compliance.
  • Collaborate with the design team and technical office to address RFIs and field issues from a quality perspective.
  • Support the technical review of subcontractor and supplier qualifications related to quality.
  • Track and monitor the status of material approvals and factory/site inspections.
  • Ensure the use of approved materials and workmanship throughout all stages of construction.
  • Assist in the preparation of monthly quality reports and KPIs for client submission.
  • Support project handover and close-out procedures, ensuring all quality documentation is properly compiled and submitted.
Essential Requirements:
  • Bachelor’s Degree in Civil or related Engineering field.
  • Minimum 12 years of experience as a Quality Engineer, with proven exposure to large-scale housing, building, and infrastructure projects.
  • Experience working in PMC or consultant roles is highly desirable.
  • Strong knowledge of quality standards, particularly ISO 9001:2015.
  • Familiar with Saudi Building Code and NHC requirements is an advantage.
  • Certification such as ISO Lead Auditor, QA/QC is preferred.
  • Excellent written and verbal communication skills.
  • Strong reporting, documentation, and inspection skills.
  • Fluent in English (Arabic is a plus).
