About the job Senior Buyer IIOne of our prestigious clients in Kingdom of Saudi Arabia is looking to hire a Senior Buyer with Offshore Rig Building Experience or Engineering Relevant Categories: (Mech/E&I/Structural/Piping/HVAC and Architecture).The Senior Buyer who will be responsible for but not limited to:
  • Overall lead for assigned commodity group and sub-commodity for products such as Mechanical, E&I, Structural, Piping, HVAC etc.
  • Deliver assigned savings targets, plan and execute budget. Mitigate price increases or find offsets along with corrective actions to ensure annual savings and budget stays on track.
  • Conduct price and contract negotiations with suppliers for assigned commodities to meet company/corporate objectives.
  • Prepare analysis and recommendation for supplier selection with local content focus. Achieve target cost and on time sourcing deliverables.
  • Interface with internal customers on critical supplier issues as an escalation level and effectively interact with other employees and/or departments for timely resolution.
  • Support detection, early warning and analysis of distressed and/or high-risk suppliers through the use of established models such as SWOT, PESTEL etc.
  • Drive strategic negotiations and review all agreements before execution.
  • Develop and manage the overall strategy which includes total cost, relationship, and commodity and supplier strategies.
  • Own the business continuity plan and financial risk and facilitate managing risk. Serve as a subject matter expert in the commodity, including the technology, materials, negotiation, market, and competition. Drive the execution of the commodity strategy for products and programs.
  • Continuously strive to reduce total cost of procured goods and services. Negotiate favorable pricing, terms, and price protection in order to obtain best value for the company.
  • Lead/participate cross-functional teams.
  • Cover a Supervisor role.
  • Mentor & coach new employee.
Key Accountabilities:
  • Support the implementation of global commodity strategies.
  • Ensure the implementation of a complete sourcing package preparing cost estimation for the assigned commodities based on comprehensive analysis of the market, project/bids needs.
  • Ensure availability of the high level "short list" of the potential suppliers for project/bid with the required market\country\technology for the relevant global commodity.
  • Achievement of global commodity targets (bid and project targets).
  • Ensure, according to the supply plan/project schedule, the implementation of all the procurement activities for relevant global commodity.
  • Conducts research of market conditions and relevant SWOT analysis to gather data for strategic planning.
  • Leads, directs, mentors and trains other discipline buyers.
  • Manage any other responsibility assigned by the management.
  • Assist with the implementation of ERP or any other system/digital initiative rolled out within the company.
  • Prepare, maintain and present daily, weekly and monthly work plans for the team and self.
  • Accountable for compliance with company policies and procedures and preparing documentation required for internal and external audits.
  • Ensure compliance and adherence to the assigned KPIs and their periodic reporting.
  • Conducting and managing meetings with internal stakeholders, suppliers and PSCM teams including documenting the minutes for smooth working of the team and expediting of the work progress.
  • Responsible for managing the work of the team members including but not limited to daily work distribution, expediting the fast-track projects and guiding them to ensure zero errors in the orders prepared.
  • Reviewing the supplier offers, TBE, CBE and ROAs prepared by self and team members to ensure zero errors before they are submitted to the line manager for further approvals.
  • Work closely with expediting team to ensure expediting of orders, supplier acknowledgments, documentation and any other supplier deliverables.
Working Relations - Internal Interactions:
  • Strategic Procurement / Planning.
  • Support strategic procurement development initiatives.
  • Support local industrial development activities.
  • Assist sourcing team with understanding the commodity market dynamics.
  • Work with internal stakeholders to carry out commodity agreement feasibility plans.
  • Participate in cross functional teams.
  • Participate in PSCM customer forums and focus meetings.
  • Conduct site visit to end user facility to support company operational requirements.
  • Work with Engineering and Project Management for the successful delivery of orders.
Working Relations - External Interactions:
  • Cross functional Interaction on commodity plans and strategies issues with external stakeholders.
  • Suppliers.
  • Contractors.
Qualifications:
  • Bachelor's degree in Supply Chain, Business, Operations Management, Engineering, Computer Science, MIS or closely related degree.
  • Certifications & Accreditations - MCIPS OR a supply chain degree (at bachelors level)
  • Demonstrated team player with an initiative to win.
  • Solid track record of project leadership and execute with significant and impactful results. Demonstrated ability to take ownership of issues, to initiate actions, and to make effective choices.
  • Technical commodity knowledge and supplier processes in a shipyard and/or oil & gas industry.
  • Prior experience with global sourcing processes/decision making as well as experience preparing and delivering presentations to senior management, suppliers and internal customers.
  • Ability to manage complex workload and prioritize assignments/projects within restricted time constraints.
  • High level of analytical ability to deal with unusual and complex issues.
  • High level of independent judgment, professionalism, integrity and record of obtaining goal-oriented results.
  • Very strong negotiation skills with the ability to understand what an understanding of different strategies required in a complex and long negotiation.
  • Ability to read, and comprehend technical documents (drawings, specs, engineering changes, etc).
  • Proven project management and execution skills.
  • Demonstrated ability to influence and drive change with team members, and at all levels of the organization.
  • In-depth knowledge of international supplier management and supplier qualification process.
