The Operation Head - Strategic Planner (Tendering) is responsible for leading and managing the tendering function of the organization. This includes overseeing the preparation, strategy, and submission of bids for new projects, ensuring alignment with company goals, compliance with client requirements, and competitive positioning. The role also involves cross-functional coordination, risk assessment, cost evaluation, and long-term business planning to maximize successful project acquisition.Key Responsibilities:1. Tender Management & Submission
  • Lead end-to-end tendering activities including analysis of RFPs, RFQs, and EOIs.
  • Review and approve bid documents ensuring compliance with technical and commercial requirements.
  • Coordinate with internal departments (Engineering, Estimation, Legal, Finance, Procurement) for input into tender submissions.
  • Maintain a calendar of upcoming tenders and ensure timely submission.
2. Strategic Planning & Market Intelligence
  • Develop and implement tendering strategies aligned with business goals.
  • Analyze market trends, competitor performance, and pricing strategies to position bids competitively.
  • Identify target projects and develop capture plans.
3. Team Leadership & Stakeholder Management
  • Lead a team of tendering professionals, estimators, and planners.
  • Liaise with clients, consultants, JV partners, and subcontractors during tender stages.
  • Facilitate bid/no-bid decisions in coordination with senior management.
4. Risk and Cost Management
  • Conduct risk analysis for tenders and propose risk mitigation strategies.
  • Oversee cost estimation, budgeting, and pricing of bids in coordination with the estimation team.
  • Ensure optimal balance between competitive pricing and profitability.
5. Post-Tender Activities
  • Lead negotiations with clients post-submission as required.
  • Ensure smooth handover of successful bids to the project execution team.
  • Conduct post-bid reviews to identify areas for improvement.
Qualifications & Experience:
  • Bachelors degree in Engineering, Business Administration, or related field; Masters degree preferred.
  • Minimum 1215 years of experience in tendering and strategic planning, with at least 5 years in a senior managerial role.
  • Strong understanding of tendering processes in [relevant industry e.g., construction, oil & gas, EPC].
  • Proven track record of successful bid wins for large-scale projects.
Skills & Competencies:
  • Strategic thinking and business acumen.
  • Excellent leadership, communication, and negotiation skills.
  • Strong analytical and problem-solving ability.
  • High attention to detail and deadline orientation.
  • Knowledge of contractual and legal aspects of tendering.
  • Proficiency in MS Office, tendering software (e.g., Candy, Primavera, etc.), and ERP systems.
